Here's the history of how the Army Reserve Association and United Services Automobile Association have provided this benefit for the last 9 years to the United States Army Reserve Enlisted soldiers and their dependents!

Scholarship Program a USAR Success!
    The continuous nine year success of the USAR Enlisted Scholarship Program has been, and is, the result of support given to it by the Army Reserve's senior leadership at all levels.
    But central to any successful mission are the key team members!  Starting with CSM Leon Caffie's overall supervision, key team members include USAA's Coordinator, former Army Reservist and retired CSM, Collin Younger.  Next, SGM Lana Labay at OCAR, then SFC Elizabeth Johnson at the USARC are essential at the senior staff level.
    Then, absolutely key to this programs wartime success, are the 50 Command Sergeant Majors and senior NCO's around the world from Korea to Germany, of which CSM Joven Miranda below is representative!
    Your Army Reserve Association is proud of everyone! Certainly including the outstanding young Reservists and dependents who have been recipients of these Scholarships!  Well done all! And God bless you all for your service!
 

USAR Enlisted Scholarship Program Guidance for CY 2008

A.  BACKGROUND:  This program originated in CY 2000 as an initiative of CSM Ray Lackey (OCAR) and has continued each year since.  Its purpose is to recognize deserving enlisted reservists or their qualifying dependent with the practical award of $500 to assist in their full-time attendance at an Institution of higher learning.  CSM Leon Caffie continues the proud traditions of this USAR Enlisted Scholarship program, and it's inclusion in each command's recognition program.

B.  PROGRAM:  This enlisted scholarship program is to be implemented at the major United States Army Reserve command level.  For CY 2008 this program supports 50 such commands with one $500 scholarship check for each.  The $25,000 to support this program each year has been generously donated by the United Services Automobile Association (USAA). Beginning with $23,000 in CY 2000, USAA has provided, through CY 2008, a total of $225,500 for scholarships.

The Army Reserve Association (ARA), at no cost to the USAR, handles the administration, coordination, accounting, check preparation, and distribution of these funds to each unit for their respective recipient each year. The Army Reserve Association (ARA) is a not-for-profit association exclusively representing all ranks of the United States Army Reserve - officers, enlisted, and civilians.  ARA has proudly supported this benefit for enlisted reservists from its beginning in 2000.

This USAR Enlisted Scholarship Program should be incorporated into each commands recognition program culminating each calendar year with a scholarship awarded at each commands annual awards program, conference, or similar event.

C.  SCHOLARSHIP CRITERIA (Briefly):  Each participating recipient must be:

1.  An enlisted military member: a) In good standing. b) MOS Qualified. c) APFT Qualified. d) And meet any other impartial qualifications as determined by leadership.

2.  Enlisted Military dependents must be registered with DEERS.

3.  Attending or entering an approved institution of higher learning. (2 or 4 year college, vocational school, Bible College, etc.)

D.  DUE DATE: -- We need to complete processing of all 50 checks each year by late fall, certainly before Thanksgiving.

E.  COORDINATION: All unit participation is coordinated through the USARC.  After that's done initially, we don't have a problem with folks coordinating directly with us here at the Army Reserve Association.  In fact, that would be quite normal, but the initial coordination must be through the USARC coordinator for CY 2008, SFC: elizabeth.johnson2@usar.army.mil.

F. YOUR UNITS E-MAIL SCHOLARSHIP REQUEST must be complete and typed (Not handwritten) -- and include:

1) Identity of the authorized submitting command of the recipient, along with commands contact and address information.

2) Full name of recipient, with current address.  (However checks will always be sent directly to either the CSM POC's home or unit address.)

3) Full name of CSM POC with his or her check "mail to address" together with home and work phone's and E-mail.

4) When, and where the presentation will take place with courtesy invitations extended to the Army Reserve Association (COLLIND@armyreserve.org) and USAA (Collin.Younger@usaa.com) as soon as this is known.

5) Background on the recipient -- a brief 1 or 2 paragraph Bio.

6) Follow-up with photo and short write-up of presentation ceremony (identifying individuals)  Please, no Power Point's.

7) When a copy of the PAO unit's presentation story will be available, together with their POC and contact information.

G.  EXAMPLE OF A WELL-CONSTRUCTED E-MAIL SCHOLARSHIP REQUEST:  Will include in your E-mail subject line the authorized major commands'!   For example:  USAR CY 2008 89th RRC Scholarship Recipient.  As an action E-mail it should be crisp, clear, organized by the numbers, and have all the information.

Again, include, which major command and unit, the recipient's name and info, name of CSM POC with a complete "mail to" address (Home or Unit), presentation date and place (or when it will follow).  (The follow on photo, story, and PAO info, are also important.)  Always forward this E-Mail through the USARC POC to ARA.
